THE SIGNIFICANT UPSURGE IN DOMESTIC CRIME, SERIOUS ORGANIZED CRIME AND TERRORIST VIOLENCE CONTINUES TO PRESENT A PALPABLE THREAT TO VULNERABLE TARGETS.
It would be irresponsible and wrong to ignore continued warnings, issued by the Police, Home Office, Security and Intelligence Services, and the Prime Minister's Office, about the increased significant security threats from domestic and serious organized crime and terrorism. These major crimes often go hand in glove, and are the tools of criminals and ideological violent extremist terrorists, who see value in the damaging or destruction of the fabric of our society and national infrastructure, which includes our commercial, industrial, defence and legal institutions.
The Director-General of MI5's recent speech (September 2010), which highlighted the continuing 'severe' threat from international terrorism, and the recent attack against a UK Diplomat in Sana'a, Yemen, underlines the vital need for constant vigilance, and to take effective counter-measures.
There is also a continued threat from hostile foreign intelligence organizations to acquire intelligence relating to civilian and military UK defence, political, commerce, industry, research, technology development, and other intelligence, which would be advantageous to their own aims and objectives - some of which may well be used against us.

It is therefore your, and our, individual and collective responsibility to be aware of the threats against us, and prepare ourselves to counter those threats proportionately and effectively where ever possible and feasible. In this way we help to protect not just our own businesses, interests and our nation's infrastructure, but through collective awareness, determination and perseverance, contribute towards the overall protection of our country, and the fight against ideological, violent extremism and serious organised crime.
